Georgia takes a standard deduction and an allowance for each dependant off the annualised pay, then charges one rate on what is left. Both the deduction and the value of an allowance went up part way through the year, so the state has two sets of figures for a single year and the date on the paycheck decides which applies.

How Georgia withholding is worked out
This is the second state here whose numbers moved mid-year, and it moved differently from the other one. Ohio changed the schedule it reads and nothing else. Georgia left its rate alone and raised the standard deduction and the allowance instead, so the change reached every employee rather than only those whose pay fell in the affected rows, and in proportion it did most for the lowest paid. Both sets are printed below with the date each begins, and the answer above is worked out on the later one.
